Weed Fabric Over Mulch

While a mulch layer can be placed directly over unwanted grass or weeds it is not the most effective method of killing existing weeds or controlling new ones. It assumes weeds are ONLY coming up from under the fabric and it assumes that the fabric itself is virtually bulletproof.
